In supply point management, the primary accountability for the physical handling and processing of materiel requests rests with bases. Bases typically manage the local logistics operations and are responsible for ensuring that materiel is properly received, stored, and distributed to meet the operational needs of the units they serve.

This role includes directly overseeing the day-to-day activities related to inventory management, order fulfillment, and coordination with other supply chain elements. Bases are often the first point of contact for units requesting materiel, and their personnel are trained to process requests efficiently and accurately.

While logistics personnel and supply chain managers play important roles in the broader supply system, their responsibilities may focus more on planning, coordination, and strategic oversight rather than the hands-on handling of materiel requests. Right management officers typically do not have a direct role in physical handling; instead, they concentrate on managing personnel and resources, which is separate from the task of processing inventory requests.
